C Organization

Block Captains are the backbone of the Horace Mann Neighborhood Association. A Block Captain informs neighbors of upcoming events in the neighborhood by distributing the Association’s newsletter, Sidewalktalk, and by hosting informational meetings like Neighbor-hood Watch and San Jose Prepared. There is no limit to the number of Block Captains any block can have since individuals will complement each other with their different interests and ideas. Don’t you think you would make a good candidate?

 

 

 

C History

The Horace Mann Neighborhood Association was established July, 1995, as an offshoot of Project Crackdown, a "quality of life" program of the City of San Jose’s Department of Neighborhood Services. Block Captains were recruited from each block within the Crackdown area--from 3rd to 10th Streets, between San Fernando and Julian.

A Community Action Team was developed as Block Captains responded to the increased focus of city resources (like police and code enforcement) and training opportunities (like earthquake preparedness and graffiti removal) in the neighborhood. The Association evolved from the Community Action Team by writing by-laws, voting in a Board of Directors, and instituting regular Board and General meeting times.

 

I General Meetings

 

Who: All residents, businesses, and organizations within our boundaries.

What: There is usually a presentation, and an open forum is available at the end of each meeting for comments and new issues. Sometimes we just throw a party instead. The agenda is set at the previous Board meeting. Children are always welcome.

When: Second Wednesday of February, May, September, and December, 7:00 - 8:00 p.m.

Where: First United Methodist Church, located at 24 N 5th Street.

Why: To encourage the participation of all residents and businesses in the improvement of the neighborhood.

How: Walk, or parking is available in the Mother Olsen’s Inn parking lot.

C Board Meetings

Board meetings are held the third Wednesday of every month at Le Petit Trianon, at 7:00 p.m., 72 N 5th Street. Monthly Board meetings are required by the by-laws. Board positions are vacated annually in February and all members are encouraged to run.

·    April ’98 – brought Lucky to the table over service and safety issues

·    February ’98 – began after-school Sewing Club at Horace Mann School

·    November ’97 – Community Foundation of Silicon Valley presents BRICC award

·    October ’97 –silent auction fund-raiser.

·    September ’97 – initiated Lunch in the Park gatherings at St. James Park

·    June ‘97 – began "welcome bag" distribution

·    May ‘97 – successful drive for new stop sign

·    October ‘96 - anti-smoking poster contest for school kids using Proposition 99 grant.

·    June ‘96 - neighborhood clean-ups
